Kanzler der Deutschen Einheit
Als 16-jährige Kanzlerschaft Helmut Kohls nach der Bundestagswahl 1998 endete, war sich die deutsche wie die internationale Öffentlichkeit in dem Urteil einig, dass damit auch eine Ära ausklang. Wie nur Konrad Adenauer vor ihm hat Kohl in vier Legislaturperioden die Politik der Bundesrepublik Deutschland in Europa und in der Welt geprägt. Als Staatsmann fand er weltweite Anerkennung.
Mit der Wiedererlangung der Deutschen Einheit und der Schaffung der Europäischen Union hat er sich einen dauernden Platz in der Geschichte gesichert. Zu den Leistungen seiner Regierung gehören aber auch maßgebliche wirtschaftliche und soziale Reformen. Die "Ära Kohl" begann ordnungspolitisch im Zeichen der Sozialen Marktwirtschaft mit Rentenreform, Steuerentlastung und Senkung der Staatsquote; sie verzeichnete ökologiepolitische Meilensteine wie die Entwicklung schadstoffarmer Autos und Kraftwerke oder die Bildung des Umweltressorts. Mit Maßnahmen für mehr Wachstum und Beschäftigung wurde der Wirtschaftsstandort Deutschland im globalen Wettbewerb um Investitionen und Arbeitsplätze gestärkt. Die Politik der Privatisierung von Post und Bahn ermöglichte Strukturreformen, die der Entwicklung zur Informationsgesellschaft Rechnung trugen. Ein besonderer Schwerpunkt der Regierungspolitik bildete der Aufbau Ost, der im Laufe des Transformationsprozesses größere Schwierigkeiten machte, als im Anfangsstadium der Einheit prognostiziert wurde.
Für eine historische Epochenbilanz ist es noch zu früh. Tagespolitik und Parteienwettbewerb verwischen die Erinnerung an erbrachte Leistungen. In der Flut des Neuen und Aktuellen beschleunigt sich das Vergessen. Möglich und nötig ist jedoch ein sachliches Dokumentieren. Politische Bildung und politisches Interesse brauchen die sichere Orientierung an Daten und Fakten von längerfristiger Bedeutung.

Szesnastoletni okres kanclerstwa Helmuta Kohla skończył się po wyborach do Bundestagu w 1998 roku. Niemiecka i międzynarodowa opinia publiczna były pewne, ze skoczyła się w związku z tym pewna era. Tak jak Konrad Adenauer Helmut Kohl zaznaczył elementy w swoim okresie legislacyjnym w polityce niemieckiej w Europie i na świecie: był widziany jako mąż stanu.
W związku ze zjednoczeniem Niemiec i tworzeniem Unii Europejskiej zagwarantował sobie stałe miejsce w historii. Jego rządy przyniosły poważne społeczne i gospodarcze reformy. „Era Kohla” rozpoczęła się gospodarką socjalną, nastąpiła reforma emerytalna, obniżenie podatków i zadłużenia państwa. Dodatkowo postawił na akcenty ekologiczne, w tym rozwój ekologicznie napędzanych samochodów czy źródeł energii oraz zbudowanie resortu ochrony środowiska. Poprzez środki wspomagające rozwój Niemcy stały się miejscem konkurencyjnym w międzynarodowym wyścigu o inwestycje i miejsca pracy. Prywatyzacja poczty i kolei pozwoliła na reformy strukturalne, które przyczyniły się do rozwoju społeczeństwa informacyjnego. Szczególny nacisk położony został na postęp w nowych landach, które przeżywały większe problemy w wyniku procesu transformacji – tak jak to zostało przewidziane w stadium początkowym dotyczącym procesu zjednoczenia Niemiec.
Na epokowe podsumowania jest jeszcze za wcześnie. Polityka i konkurencja między partiami rozmywają historię i dokonane czyny, a w napływającej powodzi informacji traci się pamięć. Możliwe i potrzebne jest dokumentowanie faktów. Polityczne wychowanie i zainteresowanie polityką muszą się opierać na rzeczywistości.

Chancellor of the (German) reunion
When Helmut Kohl's 16-year chancellorship ended after the parliamentary elections in 1998, there was general agreement among the German and international public that this marked the passing of an era. As only Konrad Adenauer before him, Kohl shaped the politics of the Federal Republic of Germany in Europe and in the world during four legislative periods. As a statesman he was globally acknowledged. By regaining German unity and helping to accomplish the European Union he ensured his permanent place in history. Substantial economic and social reforms were also part of his government's achievements.
The "Kohl era" started organisationally and politically under the auspices of social market economy by reforming pensions, affording tax relief and bringing down the government expenditure ratio; it registered notable ecological achievements such as the development of low-emission vehicles and power plants as well as the establishment of a Department of the Environment. Measures to promote growth and employment strengthened Germany as a business location in the global contest for investments and jobs. The policy of privatising federal posts and railways made structural reforms possible which furthered development towards an information-based society.
The reconstruction of East Germany was a focal point of government policy which posed greater problems during the transformation process than had been predicted at an earlier stage of unification.
